In general, recruiters usually look for top-class specialists. They get serious profits from customers if they really provide valuable personnel. No wonder they are called headhunters - bounty hunters, because they often lure workers from other companies. Personnel workers have a simpler job, usually employers do not pay for obtaining information about the agency’s specialists, and the agency receives income from the co-sponsors for the position. However, in our country, where everyone has the right to be called as you wish, you may encounter recruitment agencies that consider themselves involved in recruiting and vice versa.
